An e-challan UP record means a traffic fine raised by Uttar Pradesh Police or the state transport department, and guides say checking and payment are routed to echallan.parivahan.gov.in, the Parivahan challan system developed by NIC on behalf of the central transport ministry (MoRTH).

Please note that this help site is run privately and separately from both the government Parivahan portal and UP Police, so any check, payment or dispute has to be done through the Parivahan website or the state's challan app. UP moved to a new challan system in September 2026 and the rules are still settling, so look at the status panel on top of this page for anything confirmed after this guide was written.

Who handles e-challan UP: Traffic Directorate and Parivahan

UP Police has a Traffic Directorate, listed under Police Units on uppolice.gov.in, with a Traffic Directorate Portal link under Citizen Services. The UP Traffic Police website is named by guides as traffic.uppolice.gov.in.

For the actual up challan check and payment, the state sends people to the national system. That is why searches like "echallan parivahan gov in up" and "up parivahan challan" all lead to the same place. In September 2026 the UP Parivahan Vibhag (transport department) also moved to a new NIC system, described below. For an e-challan check in UP, the search key can be the challan, the registration or the licence number.

UP challan check through echallan.parivahan.gov.in

The Parivahan page people call "index accused challan" is the search page for pending challans. Its tab names are occasionally renamed, so rely on what appears on screen.

  1. Open a new tab and key in echallan.parivahan.gov.in, or go straight to the accused challan page.
  2. Pick one search key: challan, vehicle or DL.
  3. Fill in the chosen number plus the captcha code.
  4. Check the status shown against each challan.
  5. To pay, use one of the modes offered (a guide listed net banking, credit card and debit card), then download the receipt and keep it.

Our national e-challan guide explains each search option in detail, and the payment guide covers failed payments and receipt downloads.

UP's Next Gen e-challan system from September 2026

UP's transport department switched to a new NIC system at midnight on 23 September 2026 and closed the old e-challan system. Old challans could not be paid through the app until 25 September 2026 while records moved across. The rules below come from a news report on the launch and are new, so they may be revised.

StepTimeline reported for UP
Challenge a wrong challan online through the "Next Gen E-Challan" appWithin 45 days of issue
Department decides the complaintWithin 30 days
Pay if no objection is filedWithin 75 days of issue
Pay if the objection is rejectedWithin four months of issue
Appeal to a court after rejectionDeposit 50% of the challan amount first

Central reports on the January 2026 rule change give slightly different payment periods, so treat the UP payment deadlines as reported, and go by the dates shown against your challan on the portal or app.

What happens if a UP challan stays unpaid

Under the new system, an unpaid challan can block RTO services for the vehicle, such as fitness certification, ownership transfer and renewal. Nationally, the January 2026 rules also stop DL and registration applications when a challan is simply ignored, so a pending fine can delay a DL renewal.

Lucknow police have also acted on old dues. In November 2025, Lucknow traffic police identified 654 vehicles for seizure and 10,648 vehicle owners for licence and registration cancellation over pending challans. The same report said about 12 lakh challans had been issued in 10 months and only about 23,000 had been paid. Exact thresholds for seizure were reported inconsistently, so ask the traffic police if you have several old challans.

The 2017 to 2021 UP challan waiver: how it unfolded

Many owners have heard that old UP challans were "waived". The story has several stages, and the treatment of serious offences is now under Supreme Court review. We set it out as reported. For an individual challan, confirm the position with the UP traffic police or a lawyer.

  1. June 2023: the state government cancelled traffic challans issued between 1 January 2017 and 31 December 2021, including those pending in courts, and the Transport Commissioner told divisional transport officers to remove them from the e-challan portal. The legal basis is the Uttar Pradesh Criminal Law (Composition of Offences and Abatement of Trials) Act (UP Act No. 4 of 2023), whose Section 9 abated Motor Vehicles Act cases pending on 31 December 2021.
  2. 16 September 2025: the transport department announced closure of a headline 12.93 lakh pending non-tax e-challans from that period, out of 30.52 lakh issued (17.59 lakh already settled). The component figures in the same report add up to about 12.13 lakh. Court cases were to be marked "Disposed - Abated" and time-barred ones "Closed - Time-Bar (Non-Tax)". Challans tied to tax arrears, accidents, IPC violations or serious violations were excluded. The closure was administrative only, with no refunds.
  3. November 2025: the Supreme Court, hearing the S. Rajaseekaran road safety petition (W.P.(C) No. 295/2012), raised concern that the law would abate even serious offences such as drunken driving.
  4. 22 January 2026: UP told the court it would amend the law so that non-compoundable offences, offences with mandatory imprisonment and subsequent offences do not abate. The court gave six weeks to implement this.
  5. June 2026: UP planned district committees to review waived challans and revive those in the three serious categories; about 4 lakh of roughly 13 lakh waived challans (30-35%) could come back.
  6. 15 September 2026: the Supreme Court asked UP to issue a further ordinance clarifying that these categories were "never deemed" abated and reviving prosecutions already treated as abated. UP reported data from 72 of its 75 districts.

The matter is still under review, so the status of an old challan can change.

Lok Adalat for UP traffic challans

Lok Adalats are settlement sittings held by legal services bodies working under NALSA (the National Legal Services Authority). For UP drivers, they suit minor, compoundable challans: think speeding, a jumped signal, a missing helmet or seat belt, or a parking offence. Serious matters stay out, for example drink driving, hit-and-run, crashes causing injury or death, and anything tied to an FIR.

Whatever is agreed there becomes an award you cannot appeal against. When the parties cannot agree, the file returns to the ordinary court. Token booking and any concession vary by state and by sitting, so watch for official legal services authority notices. Upcoming session dates are listed by NALSA, and we add confirmed dates to the status panel.

Fake UP challan messages

Fraudsters send SMS and WhatsApp messages that look like UP challans. In July 2026 PIB Fact Check cautioned that these may hide malicious links, APK installers or PDF files built to grab OTPs and banking data. Check a UP challan only by typing the Parivahan address yourself, never by tapping a link. Anyone who has lost money should complain at cybercrime.gov.in or phone 1930 without delay. For a road emergency, UP Police can be reached on 112.

Questions people ask

Where do I check a UP e-challan?

Uttar Pradesh challans are looked up and paid through echallan.parivahan.gov.in, using the challan, vehicle or DL number and a captcha. Guides say the UP Traffic Police website routes payment and status to the same portal.

What is the time limit to dispute a UP challan under the new system?

Reports on the system launched in September 2026 say a wrong challan can be challenged online within 45 days of issue through the Next Gen E-Challan app, and the department must decide within 30 days. These rules are new, so go by the deadlines printed against your challan.

Do I have to pay anything to appeal a UP challan in court?

Under the new system, if your objection is rejected and you want to go to court, a 50% deposit of the challan value has to be made first, as reported.

Were all UP challans from 2017 to 2021 cancelled?

Many non-tax challans from that period were closed, but serious categories are being reviewed and some may be revived after Supreme Court hearings in 2026. Challans linked to tax arrears, accidents or serious violations were excluded from the 2025 closure.

How do I download a UP challan payment receipt?

After paying on the Parivahan e-challan portal, download the receipt from the payment confirmation and save it. You can also search the challan again later to see that it is marked paid.

Can a pending UP challan stop my licence renewal?

Yes, it can. Unpaid challans can block RTO services under the new UP system, and national rules stop DL applications when no action is taken on a challan. Clear or dispute it before applying.
