A learning licence (also called a learner's licence, LL or LLR) is the permit that lets you practise driving on public roads under conditions, and you need to hold one for at least 30 days before you can take the driving test for a permanent licence. You apply for it on Sarathi, the driving licence portal of MoRTH (the Union road transport ministry), and where your state offers the online test you can apply, take the test and download the licence without visiting the RTO.
Please note that this site, Parivahan Sewa Online, is a privately run explainer, separate from the official Parivahan website: you file the LL form, pay and sit the test only on Sarathi, reachable through parivahan.gov.in or directly at sarathi.parivahan.gov.in. Agents and look-alike websites often charge extra for an LL that you can get yourself for the official fee, so type the address yourself and pay only on the gov.in site.
Who can apply for a learning licence (age rules)
The minimum ages come from Section 4 of the 1988 Act, and no LL can be issued for a vehicle class you are not old enough to drive.
| Vehicle | Minimum age | Extra condition |
|---|---|---|
| Motorcycle with engine capacity not exceeding 50cc | 16 years | Written consent of the person caring for you if you are under 18 (Section 7(2), for a motorcycle without gear) |
| Motorcycle with gear, car and other non-transport vehicles | 18 years | None beyond the usual documents |
| Transport (commercial passenger or goods) vehicle | 20 years | Medical certificate with the application (Section 8(3)) |
The unamended text of Section 7(1) also says a learner's licence for a transport vehicle needs a light motor vehicle licence held for at least one year. Whether your state still applies this could not be confirmed, so ask your RTO before applying for a transport class. The old Class 8 pass requirement for transport licences was removed by the Central Motor Vehicles (Eighth Amendment) Rules, 2019.
Documents and the forms: Form 1, 1A, 2 and 3
Four form numbers come up around a learning licence, though Form 1A is needed only in some cases. Knowing which is which saves confusion.
| Form | What it is | Who fills it |
|---|---|---|
| Form 1 | Self-declaration of physical fitness | You, as part of the online application |
| Form 1A | Medical certificate | A registered medical practitioner, when one is required (for example for a transport vehicle) |
| Form 2 | Application for the grant or renewal of a learner's licence | You, filled online on Sarathi |
| Form 3 | The learner's licence itself | Issued by the licensing authority after you pass the test |
The items listed in Form 2 are proof of address, proof of age, photographs, a medical fitness certificate where required and written consent of a parent or guardian for a minor. In the Himachal Pradesh faceless pilot, applicants also upload a signature, and anyone living at a non-Aadhaar address must go to the office; other states may differ.
How to apply for a learning licence online on Sarathi
People search for this as "llr apply online", "parivahan gov in learning licence apply online" or "sarathi parivahan learning licence". All of them, and "parivahan sewa learning licence", lead to the same Sarathi flow. We have based these steps on what the Uttarakhand transport department publishes. Menu names on the live site can be reworded from time to time, so go by what you see on screen.
- Go to Sarathi directly, or reach it from the Parivahan home page through its driving licence services menu.
- Select your state. Services and charges are state-specific.
- Choose "Apply for Learner License" and pick your applicant category.
- Verify your mobile number with the OTP sent to it.
- Fill in personal details, address and the vehicle classes you want (you can choose more than one).
- Complete the Form 1 self-declaration and upload your documents.
- Pay the fee online and note the application number.
- Book a test slot, or take the online test if your state offers it from home.
Keep the application number safe. You need it with your date of birth to check your learning licence status under "Application Status" and to print the licence later. For the permanent licence afterwards, see our guide on applying for a driving licence.
The online LL test from home with Aadhaar e-KYC
Learner's licence is one of the services MoRTH made available as a contactless service with Aadhaar authentication by a March 2021 notification (S.O. 1026(E)), later widened to 58 services by S.O. 4353(E) in September 2022. Where it is offered, Aadhaar authentication is used to fetch your details (as described for the Himachal Pradesh pilot), you take an online test with automated proctoring and face recognition, and you can download the LL as soon as you pass.
If you have not yet been given an Aadhaar number, the 2021 notification lets you use the Aadhaar Enrolment ID slip. Reports on the 2022 notification say a person without Aadhaar can still apply by submitting an alternative document in person at the RTO.
States run the test differently
There is no single national question count or pass mark. Two confirmed examples:
- Madhya Pradesh (2021): 10 objective questions, 6 correct to pass.
- Kerala (from 1 October 2025): 30 questions, 30 seconds per question, 18 correct to pass.
Maharashtra RTOs allowed the test from home from June 2021, and Himachal Pradesh's faceless LL asks applicants to finish a safe-driving tutorial within 7 days of applying. Formats change; when we confirm a newer format, it is noted in the update panel placed above the guide. Check what your state shows on Sarathi before you start, and practise with our LL mock test.
Learning licence fees under CMVR Rule 32
The national fee schedule for licence work sits in Rule 32 of the CMVR (the central rules under the Motor Vehicles Act). For a learning licence the two relevant lines are:
| Item | Fee under Rule 32 |
|---|---|
| Learner's licence (Form 3), per class of vehicle | Rs 150 |
| Learner's licence test or repeat test | Rs 50 |
If you apply for a two wheeler learning licence and a car LL together, the licence fee is charged per class. Rule 32 also says the learner licence fee, the learner test fee and the driving test fee are collected together when you apply, and each state tops this up with its own charges, which is why your LL payment screen may total more than the table. Pay exactly what that screen asks, and never pay an agent for a "faster" LL.
Validity, renewal and the 30-day wait
A learning licence is effective for six months from the date of issue (Section 14(1)). You cannot take the driving test until you have held it for at least thirty days (CMVR Rule 15). That gives you a window of about five months to practise and book your test.
- Book the driving test slot well before the six months run out, since slots can fill up.
- Form 2 covers both grant and renewal of a learner's licence. We could not confirm whether states allow renewal of an expired LL or ask for a fresh application and test, so confirm with your RTO.
Training at an accredited driving school (ADTC) also helps later: the 2021 rules exempt its successful trainees from the RTO driving test when you later apply for the driving licence.
How to download and print your learning licence
Since the 2019 amendment a learner's licence can be issued in electronic form, and Odisha's steps download it as a PDF. These steps come from Odisha's transport department; wording on the live menus can shift slightly.
- On the Sarathi home screen, pick the state that issued your LL.
- Under the "Learners License" menu choose "Print Learners License (Form3)".
- Give any one of these: application number, LL number or registered mobile number, plus your birth date and the captcha code.
- Type in the one-time code that arrives by SMS.
- The LL downloads as a PDF. Save it and print a copy to carry while practising.
This is the learner licence download PDF people look for. For the permanent licence and DigiLocker copies, see driving licence download, and to track the permanent licence, see DL status.
LLR, LL or learning licence: a note on spelling
The Motor Vehicles Act calls it a "learner's licence". In daily use people say learning licence, learning license, learner licence, LL licence or LLR (as in searches such as "llr apply online tamilnadu"). They all mean the same Form 3 document. Licence is the Indian and British spelling; license is the American spelling and also appears on the portal itself. When you search, any of these words leads to the same Sarathi service, so do not trust a website that claims to sell a special "LLR" different from the LL.
Questions people ask
Can I get a learning licence without going to the RTO?
Where your state offers it, yes. With Aadhaar authentication you apply, pay, take the online test from home and download the LL on Sarathi. If your address differs from Aadhaar or you do not use Aadhaar, you may need to visit the office.
What is the question count and pass mark for the LL exam?
No single national figure exists. In Madhya Pradesh it was 6 right out of 10, and Kerala has asked for 18 right out of 30 since 1 October 2025. Your state's test screen states its own rule.
How much does an LL cost?
The central rate is Rs 150 for each vehicle class and Rs 50 for the test (CMVR Rule 32). States add their own charges, so pay the total Sarathi shows for your state.
How long is a learning licence valid?
Six months from the date of issue. You must hold it for at least 30 days before taking the driving test, so plan your test within that window.
How do I download my learning licence?
Sarathi has a print option for the Form 3 learner's licence. Identify the record with the application number, LL number or mobile number, confirm with your birth date, captcha and the SMS code, and the PDF is ready to save.
Can a 16-year-old get a learning licence?
Only for a motorcycle with engine capacity not exceeding 50cc, and with written consent of a parent or guardian. For other vehicles the minimum age is 18, and 20 for transport vehicles.
